The Excellencies and Ministers make up the empress' closest circle of councillors and advisers. They each have specific duties in relation to the administration of the empire as well as having to attend regular council meetings and advising the empress at hearings and tribunals. The positions are not inheritable but chosen by the head of the imperial family. There are no rules regarding the background of the ministers and excellencies except that they must have graduated from one of Hanami's imperial academies.
THE EXCELLENCIES
GRAND COMMANDER - OPEN
The Grand Commander is the head of the military within Hanami. As well as mobilization of troops, the Grand Commander is responsible for the training and administration at all military academics throughout Hanami. They directly appoint the generals within the military and oversee the promotions of lower military officials. CHANCELLOR - OPEN
The Chancellor is responsible as the head of all civil service offices. They work closely with the other ministers to oversee registers for land and population, annual province reports, drawing up government budget plans and high-profile lawsuit. The Chancellor is able to recommend nominees for senior positions in the government to the emperor (but in turn must be responsible for the actions of any person they recommend). The Chancellor will also represent the Empress when she is absent from council meetings and present the arguments discussed in the meeting to the Empress.
IMPERIAL COUNSELLOR - OPEN
Preventing the abuse of authority is the main function of the Imperial Counsellor. The Imperial Counsellor upholds the disciplinary procedure for officials; they regulate and assess the instruction and action of the all government officials (excluding only the Empress and the chancellor). The Imperial Counsellor is expected to review and approve all monthly reviews and statements from the governors before presenting them to the Empress.NINE MINISTERS
MINISTER OF CEREMONIES - OPEN
The chief official in charge of religious rites, rituals, prayers, and the maintenance of ancestral temples and altars.MINISTER OF HOUSEHOLD - OPEN
Official responsible for the Empress' security within the palace grounds, external imperial parks, and wherever the Empress makes an outing. The duties overlap with the Minister of the Guard to ensure that the security of the head of the imperial family is not entrusted to a single minister.MINISTER OF THE GUARD - OPEN
This Minister was responsible for securing and patrolling the walls, towers, and gates of the imperial palaces. The duties overlap with the Minister of Household to ensure that the security of the head of the imperial family is not entrusted to a single minister.MINISTER COACHMAN - OPEN
This Minister is responsible for the maintenance of imperial stables, horses, carriages and coachhouses for the Empress and her palace attendants, and for the supply of horses for the armed forces.cMINISTER OF JUSTICE - OPEN (CANON: KITAMI ZURI)
The chief official in charge of upholding, administering, and interpreting the law. Only the Empress, in their role as judge, is superior to this minister. The Minister of Justice is the supreme civil-appointed judge for cases deferred to the capital from provincial lawsuits. They are also head of the Imperial Prison where political prisoners are kept and tried for execution.MINISTER HERALD - OPEN
The chief official in charge of receiving honored guests, such as nobles and foreign ambassadors, at the imperial court. Alongside the Minister of the Imperial Household, their ministry oversees the inheritance of titles and land by condoling on behalf of the Empress at officials' funerals.MINISTER OF THE IMPERIAL HOUSEHOLD - OPEN
Always occupied by a member of the imperial family. Oversees the imperial court's interactions with the empire's nobility and extended imperial family, such as granting fiefs and titles. Their ministry was responsible for record-keeping of all nobles, a register being updated at the beginning of each year. MINISTER OF FINANCE - OPEN (CANON: KITAMI LUSALA)
This minister is the central government's treasurer for the official bureaucracy and the armed forces. While the Chancellor drafted the state budget, the Minister of Finance is responsible for funding it. They're in charge of taxes (both coin and grain). Also responsible for setting the standards for units of measurement. In addition to reviewing tax collections, they can implement policies for price control exacted on certain commercial commodities.MINISTER STEWARD - OPEN
Serves the Empress exclusively, providing her with entertainment and amusements, proper food and clothing, medicine and physical care, valuables and equipment. For this purpose they are given responsibility for the Empress' personal finances. If the Empress chooses to have concubines, the steward is responsible for housing them.
